I'm guessing since the letter S sits on the keyboard right next to its buddy, the letter A, that you are talking about an HOA -- homeowner association. I also see that you're in Roseville. I have a short sale listing in Roseville that belongs TWO HOAs, if you can believe that.
An HOA that charges an annual fee is generally an HOA that doesn't provide much and the fee is not very high. Some HOAs like that have no clubhouse, no pool, no amenities but they strictly ensure performance to the regulations, like the guy below in Alabama points out -- they restrict people from making "creative" improvements.
You should ask your agent to ask the listing agent to find out exactly what the HOA covers.
