If you are talking about highest priced area then the Rancho Santa Fe area, which includes the Rancho Santa Fe Covenant as well as Fairbanks Ranch, Del Mar country Club, Cielo the Bridges and other communities, is considered to be the most exclusive. La Jolla and Coronado are also are very expensive.
There are currently 35 homes in San Diego County that are on the market at over $10,000,000.

If you are looking for a second home to use prior to retirement you may want to consider a condo close to the beach that you can rent out when you aren't going to be here. The vacation rental market is pretty good and with rates what they are, finding one that meets your budget shouldn't be too difficult. Otay Mesa is not that sort of area. It's primarily single family residential, a little inland of the beach, and not typically suited for vacation rentals.
Oceanside, Encinitas, Solana, LaJolla, Pacific Beach and Mission Beach might be good options for you. Every beach area has a little different atmosphere and more information concerning what you are looking for would help.

Why are you focusing on short sales and foreclosures? In many, many cases they are not the best deals on the market. Consider the fact that you have to wait for the bank to respond to your offer, which could be 4 or 4 months and then they tell you what they will or will not pay. On a foreclosure many banks will not pay for termite, pay for a home warranty and the do not pay for repairs, so a physical inspection is for your information only.
Although some Realtors who have REO accounts know that a property will become available they don't accept the first offer - in fact they usually take offers for a 5 days before they select. There are other ways to win the deal and you need to know how to write a clean offer and what the bank is looking for - this will benefit you more.... more

If unfamiliar with the area(s) do revisit more than once and at different times of day, possibly chat with locals/neighbors. Most loans today are not formally assumable. Those that are require the same qualification process as a new loan. Rates are better now than they have been for most of our lifetimes. If you can't qualify, you can agree with the seller to make the payments and create an AITD or wrap around mortgage or buy the home on a contract for deed. It's a great area - any place in PQ is great. The entire area is families and tots and babies are very welcome. PQ is part of the Poway Unified School District and you want to be in the best school district. I would suggest that you dirve by the neighborhood on different days of the week and at different times of the day. You'll get a good idea of what the neighborhood is really like. You might want to pay attention to the traffic and noise too.
I head the Neighborhood Watch program and I am also connected to the captain in Park Village so I can say that I have a good idea about what is happening in my neighborhood.... more
I've lived here since 2005 and I feel like its safe and friendly. To take a look at the crime use the link that jerry heard posted below and compare it to other areas in San Diego you were looking at such as up north.
As for shopping my wife can tell you that its very convenient. Walmart, Home Depot and vons are very close. San Ysidro outlets are so close that in order to avoid parking and traffic you can drop off your wife and pick them up in a few hours. Bonita, Otay Ranch and Chula Vista malls are close as well. Distance and time were right in the middle between the Costco on Broadway and the one on H street in Rancho Del Ray.... more
