It is going to depend on several factors but you can get the water rates at www.clwsc.com. If you take the average of your current water usage and multiply it by the base rate that they give you than you should have a pretty close estimate.

Sometimes you can cross reference the address through other real estate protals or through county records (Comal County Property Info) is a great search for tax and property info.
