You should always make your best offer up front.
HUD lists the homes at the appraised price, so we often see them sell at list if they look good.
I think they have said in the past that list to sales price on average is 97%...so there must be a good number that go for list or above as I've seen some bad ones go low.
Al did you see the 12-15 page addendum that says you are buying the home "as is where is"? You canj try and ask but normally inmy experince they will not do major repairs. I have been sucesssful in getting leaky pipes fixed if we ask before the plumber has went out to rewinterize the property. I have been sucessful in asking to have animals removed from the attic area and the attic resealed. I have not been sucessful in getting a furnace with a cracked heat exchanger fixed. I have not been able to get a dripping hot water tank replaced.
