There are many parking garages in the Center City area that offer monthly fees. These can range from $200-300/month.
If you live in a building that has a parking garage they can offer you a parking spot based on availability for an additional cost. Some buildings in the area include the fee for parking in your rent (if a rental is what you choose).
If you are looking to buy a property, there are some areas that are more difficult to park than others. I believe some of the agents have already stated that Philadelphia is a large city and it really depends on where you are looking to live.

I live right across the blvd. from Mayfair/Holmesburg, in the Rhawnhurst section of NE Philly. It's a great neighborhood. Pretty low crime (petty crime occurs.. but tell me where it doesn't?)
In recent years there has been an influx of transplants moving around there mostly because of larger homes in the city, cost is pretty good, low crime and you will still be around public transportation, parks, night life, minutes from downtown....... more
Resources that you may consult to help with this question are the Philadelphia Police Department, The Philadelphia Inquirer online special crime report. Do some research on the 19121 zip code in general.
The area you refer to has a lot of Temple University students co-mingled with generations of longtime residents. Like all of Philadelphia, it's block-to-block. I always recommend visiting a home at night during the week and on the weekend before committing to a purchase.

Missy, I can understand that as a consumer you want to to have that sort of question answered.
The truth is, not only can we, as realtors, not answer it...honestly, it is too subjective to answer even if we could.
What might be "bad" to one person, is another person's "perfectly fine" neighborhood.
There are people buying and selling in all kinds of neighborhoods all the time, so an agent's personal opinion of what might be good or bad isn't important.
It's what YOU think that matters.
You can use trulia's list of agents to find a local agent who can help you discover the answers to your question, or at least point you in the right direction.

Yes, it is "that bad." Some realtors may try to sugarcoat it but this is where I was born and raised and it's disgusting that some people want $1000 a month for a studio or even a 1 bedroom in this horrible area where you are risking your life everyday.
I've been robbed at gun point on my way home from the grocery store at 7:30 pm in the summer so it wasn't even dark outside. I see prostitutes on a daily basis. I have to yell at them to get off my step and the corner of my block because my son can't even play outside without seeing someone passed out from some sort of drug. Just a week ago there was a girl shooting something between her toes across the street from me. These people come from other areas and other cities/states to get their drugs here and ruined a neighborhood that was once really decent. When I was a kid, it was great. Not so much now. There are good people moving in trying to improve the place, which we often call yuppies, but there are not enough of them to take away from all the negative things that happen in this neighborhood. My parents are BLESSED that they live on one of the only blocks in Kensington that is still relatively normal. You will still see prostitutes on the regular, you will hear gunshots at night, you will hear cop sirens and helicopters EVERY night. If this is something you don't mind, go for it. I'm just being realistic and honest with you. I can't wait to get out of this hellhole.... more

I think that it's more than the neighborhood that plays into being safe. Working with women over the years I have found that their attitudes really come into play when it comes to their feeling safe. As a case in point, working with my grand daughter to find a home was made easier because she was willing to look in changing neighborhoods where a big part of her feeling safe came from having some street smarts and/or just making common sense every day decisions.
That being said, there are neighborhoods that are safer than others and I would be more than happy to assist you in finding a new home. I look forward to hearing from you.
