Is a retaining wall crack considered a structural issue for USDA loans? Should I even bother moving ahead and wasting my appraisal money?
I would suggest having a structural engineer review the wall. This may cost around $500 but if there is something seriously wrong it will save you a lot of money and headaches.

I have unfinished block retaining wall made of filled block. Will I have to finish for FHA loan. Rest of hill is natural landscape.
It is a judgement call by the appraiser. If they think it is a safety issue then yes you would have to complete it but if not them no. I have not seen this to have ever been an issue
