Hello Dee,
VA eligible properties have several elements to it. Vikas has provided a very good response. The other thing to keep in mind is that sometimes the reason the property is not VA eligible is because the seller is unwilling or unable to pay the extra fees and make the repairs required by the VA appraiser/inspector. On the MLS you will see "Terms" which tells you the types of loans it can accept. Also sometimes you will see "submit" which means that you should call and find out. Right now with alot of foreclosure and short sale properties, the seller or the bank may not want to do a VA loan or the property itself may not qualify.
As for pre-approval. you need to determine which types of loan scenario works best for you and your husband. Do you want to use your VA benefits now ? Va funding fees are more if you use it a second time. It is best to talk to a lender. You should always get pre-approved so you understand all your options and what price range works best for you. You should also talk to a Realtor to understand the purchase process.
