I am sure that all of us would like to answer these questions in or on our personal forum. This site is for the potential buyers and sellers to ask us as a whole ans to get advise from the ones of us than may be able to assist. This is not a site for out personal advertising.
I see that you are new to the site and you are with a company that leaves you to your own resources with no true Broker input so you may not be aware of this.
You will get a chance to answer all of these questions on this site in due time and good luck with your conference, may I suggest you advertise locally.

how would i go about getting a loan for 40000 to buy a home with?

Is this a single family home, condo or manufactured home. If it is a single family home and is only $40,000 you have done some great real estate shopping. Could the house use any updates or repairs. I think I would find a way to spend 20or so thousand on the house and getting a FHA 203K. That is if it is to be your place of residence. Otherwise the bank is your best bet.

This has happened here in Conroe as well. You have two choices.
1) you can complain until the house is condemned and the people are evicted and homeless as most mentally handicapped are in Texas
or

2) you can do some research and find if there is a program in the area to help the people repair the home if they own it or see if there is a program to assist them and have them visit the folks.

This could also be a framing problem. The short cuts that are used today green wood is used in building and it pulls in different directions with the weight as it dries. Be careful who you call, the wrong foundation company will do some work there and fix this as well.
I would have a structural engineer look at it.
If this house is listed have and you purchase have your reg. inspection first then the structural inspection if the first inspector does not address this to your satisfaction. You may need a longer inspection period.
If the first inspector addresses this with no explanation you may be able to get the sellers to assist in the second inspection.

Have the rules changes, I was told there was a total you could borrow and if the one loan was for a small amount then you could have another - but yet that was 100 years ago LOL>
