On Trulia the home is listed for $79,000 but on the MLS the agent has it listed for $99,000.

Hello Bill and Beth,
This condo does not have a garage. There is street parking or in the parking lot behind the units.
There are 18 units. This one being an end unit. It directly faces the building next to it but you have a view to the right of the park from the balcony.
The owners are trying to short sale this unit. This means they are asking the bank to take a lower amount than what they owe on the home. There is a contract on the unit now contingent on the bank accepting the sale price. They are accepting back-up offers also.

It is hard to say without knowing more details.
You might be able to buy again but you would need a much larger down payment than you did the first time.
