There are so many factors to mention here as reasons to negotiate dow the asking price on a house in today's market.
However, market's trend indicate no offer is bad enough to be immediately rejected or not negotiated by sellers. Believe me, you'll be surprised. - Sat Nov 8 2008, 23:00

You're right on those ads., there are plenty of undeveloped land offerings in El Paso. The important thing here would be to know, what are your needs? If you are looking for a parcel with the intent of future speculation, this are the ones. If you think on building a house on them, not the right ones for you.
El Paso city planning and regulations will not isue a home construction permit on a site that doesn't count with basic services such as water and electricity.
On the other part, we have several parcels for sale in El Paso that have utilities in site and/or, right on the property line.

El Paso's market, as Rick has correctly informed you, is a total buyers-friendly one and, even if market value on properties has been steady compared to most markets nation wide, average sigle family homes prices in El Paso are way low compared to those in Virginia.
Both Upper Valley and Mountain areas are excellent for kids, as other El Paso's areas are as well. Less traffic on this two though.

Although every market is different in nature, even El Paso's is following the country's path, you may call it a dominos effect.

Records show houses sold recently -January 1, through June 23, 2008- were in the number of 28.
Prices from $41.00 up to $108.00 per square foot.
Value of houses sold, from $60,000.00 and up to $340,000.00.

Factors to determine the value of such houses varies from size, age, condition, up grades, location and City Tax value among others.

Average sales price for this 28 houses is: $107,192.85
Averave value per square foot: $72.18
Average size of houses sold: 1521 sqft.
