I understand your concerns and I would have the same reaction. When submitting an offer on a bank owned property the Realtor representing you can request that the bank respond with a formal, signed rejection. That should ease your concerns, and then you have proof that the offer was presented. In Ohio, all offers - verbal and written should be presented according to real estate law.
