When you buy the house you should receive Homeowner Association documents and then will spell out exactly what is covered in the fees. Generally speaking older HOA will cover outside maintenance(lawn and flowers), snow and trash. The newer developments cover outside maintenance, roof, siding, door and shutter painting, snow and trash. If you development has a pool or tennis court that would be covered in HOA fees.
As far as in the home I never seen the HOA fees cover anything. If you are buying a newer home the builder should offer you a warranty on such things as appliances, drywall repairs, leaks, etc.

Most towns and cities in the United States have seen a declined and I am sure you realized that while selling your own home. I understand that having two mortgages can be scary but ask your mortgage rep about a swing loan. The areas that you are interested are established and very desirable.
