Castle Hills is one the the most popular areas to purchase in right now. Ph 5 will continue this with bringing in a new builder. Another major concern with parts of Castle HIlls are the power lines, however, it has not been enough to deter buyers, and I wouldn't let it deter you. As most buyers don't like to be right on the highway, others like to be very close, so keep this in mind when choosing you lot.
As for the foundation, Castle Hills did have some issues. In the beginning of construction the new soil that was brought in did not have time to "settle" before the builders came in and build these large homes, causing multiple issues. SInce this, builders are now using a post-tension slab that is well secured to handle the size of the home. Also, keep in mind, most of North Texas is located on clay soil, and if the foundations are not maintained they will have issues. I wouldn't let anything you hear regarding the foundation play a factor in your purchase.

In North Texas where settling is VERY common, you probably don't have an issue. You mention everything is on the 2nd floor, are there any stress cracks on the first floor around the windows and/or doors? You would most likely see this with any type of foundation problems. If this is a home that you are interested in purchasing, I would add a clause into the contract stating foundation repairs must be completed prior to closing.

You have some great advice below, but I would second that you put a time clause in there, giving the seller a specific amount ot time to reply. Depending on the neighborhood and sales price some homes are still moving fast, especially if it is a well maintained updated home. Have you other offers ready as well... if they don't respond or have multiple offers, you won't want to waste time.

Regardless of what agent you hire, they are there to represent your specific wants and needs. We need to know what is important to you in order to help you find the right home, however sometimes there are things that we can point out, you may have not considered (such as your 2nd agent). Never should you be controlled in your thinking and descisions.

Chiming in a little late, but...
I have to agree with everyone below mostly in that your have to look more neighborhood specific.
I would assume based on your criteria, you are looking between $150-200k, and believe it or not, in this pice range days on the market is close to 70. 75007 is a great location, we have had most recently 2 bidding wars on homes in this area. Of course we stage our homes to sell. Due to the fact that there is a lot of inventory, buyer can choose to be a little more picky about their final choice.
But to answer your question, 10-15% is most likely too low to offer - IF the home is priced well. A market analysis is key, as the more fair your offer is, the more the sellers will be wiling to negotiate.
