As far as how far East you should look, there is not a great answer to that. In Far East Austin, there are a few communities such as Austin's Colony which are not appreciating very well. There are also homes with convenient access to I-35 and other major roads which are not selling well close in. You really have to pick an area in which to actively search and compare the deals on a smaller level.
As for safety, this is something that is in the eye of the beholder. I have shown houses in East Austin in which I couldn't wait to get out of there, driven 3 blocks down the road and felt perfectly fine. The only way to know for sure what is and is not within your comfort level is to drive through the communities and kind of see for yourself.
Just about anything close to Mueller is a good investment right now, especially homes that need work. To find a place with a potentially good return on your investment, look around at the overall condition of the other houses. Are they well kept, if dated? Future homebuyers, much like you, will look at what is around the house with just as much scrutiny as what is in it.
It is difficult to nail down a single price point per square foot, because this will fluxuate with the size of the home (smaller homes typically have a higher price per sqft.), and the individual neighborhoods. As a starting point in East Austin inside of Ed Bluestein, I would throw out a number for properties under 2000sqft listed under $140 per sqft. as potentially a good deal.
