Being new to Kentucky, I have found Northern Kentucky offers the best of both worlds. It is rural with low crime and friendly people and yet close to Cincinnati. Here in Boone County there are several great cities: Verona, Walton and Independence to name a few. The tax rate varies within Boone County but housing is relatively low compared to most. With credit being equal in that most foreclosures aren't going to consider a preapproved buyer anyway, they start with the highest bidder. If you don't happen to be the highest bidder they will keep you "on file" as a back up if you choose. Most lenders list the asking price well below comparables, that doesn't mean you can't make an offer lower (and get accepted!) but when other offers are in play it always come back to them cutting their losses. In a buyers market a 10% below list price offer should be well received and even expected. Depending on how high the list price is is how much room there is to wiggle. A 5% decrease can be an agreeable ending point in negotiations. Every market is different but now is a great time to buy. - Sun Jul 6 2008, 14:39
