Hello Rcal,
Usually third party approval is what agents use in the remarks to let you know that after the seller accepts your offer, then a third party must approve the offer. Often used when a property is being sold subject to a short sale, but not always sometimes it could be a court decision.
If it is a short sale, the bank does not own the property, but the list price may be less than what is owed on the property due to a declining market. The third party is the mortgage company and lien holders. Once an offer is accepted by the seller, the contract along with a preliminary HUD statement is sent out to the seller's mortgage company. The third party or the mortgage company will send out an appraisor and have a drive by appraisal done. Once the appraisal is complete the mortgage company will give a decision whether or not to accept the short sale. This process could take between 20 to 60 days for the answer from the mortgage company, depending on what company you are dealing with.
In my experience, I have dad different results along with different time frames. One short sale was done and closed within 4 weeks, another took about two months and I am in the middle of one right now for over 3 months.
If you have the time, as a buyer you may get an exceptionally good buy.

The best thing for you to do now is discuss your finances with an experienced mortgage representative. Get pre-qualified and discuss different mortgage options for you needs. Once you are pre-qualified, you want to know how much your monthly payments are going to be based on the price of the home and the homes's taxes and insurance. My point is, you may be quailified for one amount, but are the payments where you want to be. Once you determine your qualifications and the amount you want to spend per month including the taxes and insurance, then you will know what price range you should be shopping for a home. You are welcome to call Superior Mortgage at (609) 294-0006 to get started. Take a few minutes, make the phone call, ask to speak with a mortgage representative, then tell them you want to see about qualifying for a mortgage, the representative will ask you a few questions.
