A Real Estate attorney may be helpful, but so might an attorney who deals with contracts as you have a contract issue. Perhaps you can find an attorney who is knowledgable in both areas. Maybe you or your attorney could work something out with the rental agent through mediation prior to his placing a lein.

As lending rates vary according to credit, employment, etc. a lender will be better able to tell you this than a Realtor. A safe rule of thumb is you can afford two times your annual income. Many lenders will say three times or more. As closing costs can be quite expensive, it would also depend if you would have closing cost assistance from a Seller or if you had to pay all. Closing costs could eat up half or more of your $15,000 down payment funds.
If you are planning to buy in Polk County (Lakeland-Winter Haven) and will contact me, I will be glad to give you the names of several reputable lenders in this area.

The secret to a fast sale is PRICE! You need to have a price that is LOWER than comparable homes in the area. The condition is not as great a factor if it is priced appropriately. You need to have an appraisal or a market analysis of current closed SALES of like properties. Then price yours accordingly. Of course then you need to let people know what a good deal you are offering them. You should list with a Realtor who utilizes the MLS, and web advertising, as well as contacting local Realtors who sell similar properties in your area. Most Realtors have a presence these days on multiple web sites. You may also want to offer some incentives to other Realtors that would make it more profitable for them to show your home, ie a slightly higher RE Commission. If you are upside down with your mortgage, you also may want to start discussions with your lender regarding a short sale.

If you have purchased a home that was in foreclosure or foreclosure, the HOA may not have been sending recent notices of violation as they knew nothing would be done to remedy the situation. The title company would have researched liens place on the property by the HOA, but if their are no liens, the only way to know about past violation notices is to contact the officers of the HOA. Also if the owner had died and property was inherited by people who were not living in the property notices may not have been sent to the heirs. As a Real;tor, I always contact the HOA if there is one and inquire about violations, past due bills, sec. when I list a property.
As you have already purchased a home and obviously are in the process of fixing it up, you might want to contact the HOA to tell them you are in the process of getting things done. Perhaps you could work out a timetable that is mutually acceptable for doing the things that they are requiring you to do.
