1)Interview REALTORS (buyers don't pay for this, the seller does)
2)Ask your REALTOR to recommend an experienced, ethical mortgage broker or two and see them as soon as possible
3)Find out your price range which will be comfortable and get pre-qualified
4)Ask your REALTOR to set you up on an automated client gateway to the Broker's Listing Cooperative (BLC aka MLS).
5)When you visit properties ask your REALTOR for the comps within the last 6 months
6)Look for what lights you up (that tells you what you're wanting in a home - a good realtor will watch for this)
7)Estimate cost per sq. ft. and do the math
8)Make an offer!

I just checked with our RELO department and I don't know of a hard copy map available. There are some good articles about area neighborhoods in the Indianapolis Monthly - our city magazine. You'll enjoy it if you are moving here soon. Some neighborhoods are marked by HOA's and others by developers, and they keep changing. So, for this reason (and others), finding an up to date map of this nature will seem very difficult. Let me know your price range and I'll set you up on a automated gateway with listings as they occur - this may give you a sense of each neighborhood since the BLC (MLS) has a mapping feature. - Thu Jun 12 2008, 13:46

Commute from Fishers will depend on your home location. North/East end of Fishers has a lot of traffic down I69, which would add considerable time to your commute compared to the south side of Carmel. Down Keystone to Fall Creek is rather quick. When I taught adjunct courses at the University of Indianapolis, I tried many routes from Carmel. Neighborhoods with easy access to Keystone, Meridian, or Michigan are all worth considering. - Thu Jun 12 2008, 13:29
