You can buy it AS IS which is usually at a much better price point but before you do anything, you might wanna hire an inspection company to get a close to accurate estimate of any intended repairs or renovations.
Can you get a loan to fix it? Yes depending on your defination of a loan but more importantly how much the said property appraises for. Talk to your lenders.
