Your best bet is to call a mortgage broker so he/she can tell you about all of the available financing for you and your fiance'. He can tell you what loans will fit for your particular financial needs and thereby direct you to the appropriate home price range. Nothing more frustrating for a buyer than to fall in love with a home you just can't afford...avoid that misstake by meeting with a mortgage broker first!

The Seller is offering to pay for your closing costs, which are normally fees associated with the purchase, points on the loan, appraisal, etc. So, the money will not be handed over to you, it will be a part of the escrow process but certainly helps offset your costs.
Of course you may still offer less than the list price and ask for the closing costs in addition to the price reduction.

Actually, I think you're on the right track with the lease or hard money...any possibility of a stated loan in your area??? I have done a couple in the last 2 weeks with Metrocities.

Folsom is very nice...I lived in El Dorado Hills for 5 yrs (recently relocated to SoCal). I would certainly look at Folsom as a place to live. As another person has indicated, the schools, shopping, amenities, all very strong. Very family oriented place with lots of community involvement.
As far as the REO homes. There are a number of REO homes in Folsom and the pricing is all over the place. Pricing is determined by the bank and some banks are being more aggressive with pricing so that they can move the properties off of their balance sheets.
