Appraisers take the sale conditions into consideration when using it as a comparable, just as the transfer of ownership from parents to children on the county records will be perceived differently than an "arms length" sale, AS-IS sales of any kind are also a different sale condition, cash sales, etc, even the fact that closing costs were credited is part of the total picture.
