First you need to know Tracy started back in the 1800's as a railroad Town. For the same reason Allot of companies have there main Distribution plants here today. Costco,Home Depot, Lowes, Safeway. It is located 1 hour from Most Bay area and Sacramento Locations.
So therefore you have many,many railroad tracks that run throughout Tracy that are inactive. The track you are asking about is inactive Now, but that could change at anytime. To my knowledge there are no plans to make it Active that I know of.
