If the owners are foreign, they obviously bought the lots for investment or they may have a relative or relatives in the area. They will most likely want a premium price for the property. You should check to see what other lots in the area have sold for recently and make sure you do not reveal that you have relatives in the area. That would hurt your bargaining position.
