Joel,

I believe you would be able to get a construction loan to finish the property depending on your qualification. Furthermore, even though the MLS doesn't say that the seller is willing to carry the loan, he may be willing to carry it for a short period of time just until the house is finished. When the house is complete, then you could pay off the seller by getting a new loan.
