We have an extremely low tax base, low property taxes, low cost of living, excellent schools (good for resale) and are within 1-2 hours of all sorts of recreational and geographic desirable areas. Fort Mill is only 10 minutes from Charlotte, NC but feels worlds away.

The short answer is you can fire your agent if you feel you are not being represented properly. It is not particularly hard to do but you will need to speak or at least correspond with your current agents' Broker in Charge (the manager of the office).

If you have not signed anything with your current agent you are not obligated (for the most part)

It sounds like you need to get with an agent who is willing to listen to your concerns in terms of pricing and negotiations. An iinitial offer $3000 lower than list price in this market is not unreasonable.

All properties qualify for FHA financing as long as they are within the particular guidelines for your particular loan parameters. What price range are you looking in? There could also be a location issue depending on how rural a property you are looking at. Where are you looking?
