You may want to check out the site http://www.hud/gov to get started. You can search by state and see what programs they offer. Some of the major lending institutions also offer "first time home buyer classes".

That is a wide ranging question and you will no doubt get many answers. Some of the more well known builders will have their own style and sometimes that changes depending upon the topography and size of the lots in the project. I am partial to a more modern design. I like some of the Noland homes in Ballard. There are some really interesting new townhomes on Ward street,off Taylor,lower Queen Anne. Gorgeous and way cool designs. Of course, price does come into play. I would be happy to send you some listings if you wish. Let me know if I can help.
