I think one of the next big hot spots is going to be Martin Luther King Blvd, once named West Broad Street. New businesses are moving in, old commercial spots being revamped and I know of a few fabulous building projects coming in the near future that will totally turn that area around. Frogtown Lofts has certainly helped in the overhaul of this area with beautiful, sustainable lofts that are not only gorgeous inside but ecologically conscious.
Another area is Starland (Bull and 40th Street area). This are also sports some amazing sustainable housing opportunities as well as some great shops, martini bar, dog park and other amenities. Honestly, there is still more transition to take place, but it is coming. Lastly Victory Drive is about to see a major face lift (Victory and Bull Street) with a new multi-use development in the works with condos, restaurants, shopping, etc.

First, as a realtor, we can't tell you where "safe" is! Savannah has pockets of transition areas throughout the city so your best bet is to do what I tell my clients...if you really like an area/neighborhood, drive around it at night and during the weekend. If you are comfortable with the area at those times, then you will feel safe. As for investment property, if you want to flip it in a few years, I'd suggest something with 1.5 - 2 baths. There are alot of bungalows that are 2/1 that are difficult to resell. The Historic District is a tough one when it comes to cash flow. The District is expensive, as are the taxes, so if you are looking for cash flow, I would look elsewhere like the Victorian District or Ardsley Park. The rental market is strong here - with the great hospitals (new doctors and staff), Gulfstream (engineers, etc) and the Savannah College of Art & Design students and faculty, there is always a need for good rentals. Rule of thumb downtown is about $500-$600 per bedroom for SCAD kids. Savannah has slowed but is a Destination so people are still coming to enjoy our amazing city and lifestyle. There are many neighborhoods in Savannah with high renter potential. Downtown is always good because of Savannah College of Art & Design students. But these kids live all over town - on the islands too! There are also some great neighborhoods surrounding downtown that are starting to "turn around" - there are still properties available in these areas in your price range that would need updating, but still highly rentable. Rule of thumb for SCAD rentals is about $500-$600 per bedroom. For resale I'd find property with at least 1.5 baths - one bathroom can make it tough when it comes to reselling down the road.
