"Over the last year I sold one house and bought another. C.J. Brasiel helped me with both and was a huge resource in so many ways. During the purchase of my new home, she diligently worked with me as I looked at tons of houses and changed my criteria along the way. We finally found the perfect place for me. Once that was decided we closed rapidly and with no fuss. She is a super resource and flexible to boot.
Then we worked on selling my old house. Her suggestions for improving the property to get the best price were spot on and she was really helpful with names of contacts who were reliable and did a great job. If you go to the tax assessor's web site (
http://www.sccassessor.org) you will find a form to complete. You will need to support it with like homes that have sold within one mile of your home in the last 12 months. They are looking for a change in value tax-year to tax-year. Have an agent that works in your neighborhood assist in pulling comps. I have done this before for folks.

I am a little confused why it matters whether or not it is a home office. If it is your primary residence, it is not an investment property. If it is truly going to be a second home, then it is an investment property and requires the extra down. If you are self-employed, expect more scrutiny with more hoops to jump through in regards to documentation as a result of the sub-prime fallout.
Finally, I have had good success with asking for credits back on REO to cover buyer's non-recurring closing cost up to 3%. That would help you shift your money to the down payment. I would advise to check out a couple more lenders.

As mentioned below for elementary there several options including Fremont, West San Jose (95117) in the Moreland School District, Cupertino (95129,95130), Cambrian Park (Union School District 95124), Evergreen Hills (95135,95138), Los Gatos (95032) and of course Mtn View, Los Altos, and Palo Alto. Sakamoto school in the 95123 is an excellent elementary school as well. Finally, Almaden Valley (95120) offers excellent schools k-12. There are many options.
With the budget you mention, I would also add in the desire for a good neighborhoods near parks, shopping, not too close to highways or that present a long commute. All of these factors add up to make for a great family home. Sitting down with a real estate professional may be a great first step for consulting about different areas.

Corporate owned is a term used on foreclosed homes. It is synonymous with REO, Bank Owned, Foreclosed, etc... See my link below for more details on how foreclosed homes are advertised.
A local agent will most likely respond to give you more details about this particular listing.

Things to be aware with non-permitted work on a home. The first is that it in fact could be a safety issue. Fire hazard with improper wiring. There could be issues with structural safety with incorrect foundation or supports. Second to the pure safety is the fact that if there is damage to the home because of non-permitted work, your home insurance may not cover the repair. (i.e. fire damage due to improper/non-permitted wiring...etc)
Finally the value of the home is in the permitted sections. The re-sale value is limited to the original or permitted areas which typically are defined by the tax accessor's data.
The best way to understand what it will take to fix the problem is to sit down at the city planning office and review what inspections/permits were completed (if at all). If not, find out what it will take to correct the issues. Sometimes permits were filed for but not completed. Sometimes, the work was so incorrectly completed that you must start at the beginning to correct the structure.
Typically, there is not enough staff in planning to track down the non-permitted work completed on homes. They find out through another inspection, insurance claim, or a neighbor reporting an issue. From a peace of mind and safety angle, it may be well worth correcting the issue by obtaining proper final inspections and complete permits.
