The best place to get the answer bar none to your question is the San Francisco crime map at
http://www.sfgov.org/site/police_index.asp?id=23813. Look at the map for various neighborhoods. That'll show what has been going on in the San Francisco neighborhoods. You are the only one who can decide what "safe" means.
We live in a litiigous society. Suppose someone says it is safe. You buy a house. You get mugged the day you move in. Maybe your next step after you get out of the hospital is to hire a lawyer to sue the the person who said it is safe. Maybe not, but it has happened. Anyone who says that a neighborhood is safe is asking for a lawsuit particularly if they are any sort of real estate professional. If they say it is not, maybe some homeowner sues them.
I live over the freeway in Sunnyside. I have no qualms walking in my neighborhood over to Glen Park and over to Westwood Highlands, in spite of the fact that there have been crimes committed here and there. If someone asked me about my neighborhood, I'd say that and rever them to the crime map.
