This is market related for example in St Augustine Florida, I sell Condos all year long, but when I lived in South Florida I sold from December - March not to say you can not sell all year long but for highest and best price.
Now for a House, I would list my Home (Single Family) in March and plan to have it sold by June ... Why? Family like to move when kids are out of School and like to be settle before school start. The direct answer is NO, home prices will continue to fall for most areas, It still a great time to buy based on location and Price with a understanding that you will need to stay in this home for 3-5 Years.
