I would start your research in Natomas and Elk Grove. They both contain newer developments
that would include newer schools, parks, and shopping centers. There are a lot of bank owned(REO) properties in both areas that might meet your criteria.

There is a lot of competition(multiple offers) on undevalued properties right now.

You have a very reasonable concern. Golf course communities are wonderful but the property values are dependent on the success of the golf course. I would try to learn as much as you can about the course ownership and history. Talking to some of the existing members might be a good place to start. I get asked that question a lot. I think the best answer is to stucture your offer based on what you feel the property is worth to you. Don't worry about offending the seller. If you and your agent have done the proper research you should have a good grasp on current property values when making your offer. If it is not accepted, you move on. There is no way of finding out if an offer will be accepted without putting something in writing and letting the seller decide (not the agents).
