YES you can submit another offer! Your number one question is "How much do you love that house?" Do you want $4500 to stand in your way? I would personally start the offer at $173,000 - meet them halfway - some sellers are very hard headed and will let a deal fall through for $4500 but others sometimes absolutely can not come down because they might not have the cash if more is owed on the house OR if they have negotiated on another home and must have the certain dollar amount to purchase that home. The seller may have also been insultated by the offer of $160,000 and just decided they didn't want to mess with it.....I would think about how much you want that house, can you afford it, and our you willing to go to the $175,000?
