Lots of good advise from all who answered, but I must add the affordable North Portland neighborhoods (St. John's, Kenton, Arbor Lodge...) to your list to check out. There is much revitalization happening in North Portland, so the homes are appreciating at a steady rate (8.6%), and the neighborhoods are attracting new businesses/development/people. They also have a very different 'feel' from the SE and SW neighborhoods that were mentioned.
