Interested in moving to Portland, Oregon

Downtown Portland the Pearl district are quite walking and biking friendly if you want to live in a more urban environment with the housing options mostly limited to condos and some townhomes. Outside of downtown, the most popular neighborhoods for being walking and biking friendly are probably Hawthorne, Alberta, Sellwood, and Multnomah Village. However, these are all fairly well established and are not the most affordable neighborhoods. The up and coming neighborhoods with similar amenities might be St. Johns and the Mississippi areas in North Portland. All of these neighborhoods have cafes, coffee ships, and restaurants to enjoy. You can read more about many of them on my website and see properties available in the the neighborhoods.

So long is your offer is justifiable based on the most recent comps and the trends of the market, then it is not a low ball. If it is substantially below any recent comps, then unless a house has been sitting on the market for a really long time it is unlikely to be taken seriously.

In many cases it can be a good idea to start a dialogue with the other Realtor who may be able to tell you if they've already rejected an offer higher than yours. In all honesty, I don't mind writing low offers if the seller hasn't seen any offers yet, because an offer is just that, 'an offer' and is potentially the beginning of a negotiation process that could ultimately culminate in a deal that works for all parties.

What are best, cheapest, close-in neighborhoods for older people?

Assuming your question is about the Portland area, I think that Sellwood is one of the most neighborhoody parts of Portland. Of course, I am biased since that is where I live myself. It has all of the things you describe with a cute library, shopping, parks, and is a very nice area to walk around. Homes in this neighborhood currently run around 300k to 350k though, which is certainly not the cheapest option.

Other areas that are quite a bit more affordable but quite a bit further from downtown Portland would be the towns of Hillsboro, OR, Gladstone, OR or Camas, WA. They also have the combination of being fairly quiet communities with good neighborhood vibes.

I think Brooklyn is a nice area, and I live very close by in Sellwood. I would definitely recommend touring the neighborhood to get a feel for it. There is also detailed information and many sources of statistics for the Portland area. For example. KATU did a special last year that has the crime statistics sorted by neighborhood. They found that Brooklyn had 9.9 burglaries per 1,000 people last year, and was ranked 44th out of 106 neighborhoods in the Portland metro in this category.
