There are many great areas in Portland if you are looking for a bike friendly neighbor. I would look here, at the City of Portland bike map, for help:

And as Cricket mentioned, if biking is a main criteria, the East side is much flatter and makes for an easier ride.
In regards to a Victorian, I would look in the Sunnyside or Buckman neighborhoods, sometimes referred to as the Belmont area, because these are Portland's oldest neighborhoods on the Eastside and have many Victorian homes from the turn of the last century. Also the Boise/Eliot neighborhood and the West side of the Irvington neighborhood have quite a few Victorian homes due to the age of the neighbors. These were also incorporated near the turn of the century, but were formerly in the city of Albina. This may be more of what you are looking for based on the value you are looking to purchase. Plus they are very close to the bike paths along the river and out the Overlook bluff.
