If you really want that house, increase the bid. Multiple offers are risky, and to reduce that risk there are a few things you can do: High price, strong financing, high downpayment, short closing time, short inspection date, high escrow deposit. The offer terms are very important, and price is one of these terms - at the end of the day it depends on what you offer is and what the bank is willing to accept.

The other Realtors are absolutely correct. Firstly, you need to choose one good, well-qualified Realtor to represent you. If you have one Realtor represent you, they shouldn't mind doing the running around for you to answer your questions.
Finding rehab properties is easy, but finding out the dates may require looking for permits in the county's building department records, obtaining receipts for the work done from the owner, or a seller's property disclosure statement. The best way to start looking is have your Realtor start making phone calls on properties, and enquiring when rehab work was completed.

A "short-sale", known as such due to the property being sold short of the payoff owed to the Owner's lender, can take, upto months. MOST short-sale offers take a minimum of 2-3 months to receive a reply from the Seller's lender, either denying or accepting the Buyer's offer - usually with certain terms (i.e. must close within 30 days).
