Don't limit yourself to just foreclosures. There are many deals to be had in real estate here in New Jersey. Find an agent, you can get a good buyers agent at http://www.rebac.net and let them do the research. You'll find alot more available than you'll find posted on a general website.

Making upgrades to a house.

As Sharon said, go for hardwood. If the two different tiles aren't butting up against each other, it shouldn't be a problem, particularly if you had nice hardwood between them.

Rather than go for stainless, why not try new black appliances and then you might have money for the cabinets.

If the cabinets really need to be resurfaced, new stainless appliances might look out of place.

You might also consider hiring a home stager, and if you use them have your agent advertise that and have you home stager use it as their advertising as well.

What should I offer on short sale?

In a short sale, until the bank recieves at least one offer, no one knows what they'll take because they haven't even ordered a Brokers Price Opinion (BPO).

Has the bank rejected other offers? If not, make your offer, the bank will accept, reject or counter.

Document your offer, include a rough estimate of repairs needed. Include the costs for permits, CO, dumpsters, etc.
