In NYC you can close on a property with a TCO and yes the bank will give you funding if the building does not have the Final C of O. I would be very weary of purchasing in that building, that issue will hurt the resales of the property. - Tue Jul 8 2008, 14:11

It is hard to say what you should do since I don't have all the details in front of me, but $48,500 is a substantial rebate depending on the purchase price. I always try to advise my clients to purchase New development in the early stages of the offeriing not towards the end, but give me a call I would be more than happy to help you.. 917 612 2746

I specalize in the sale of new development projects. Out of the 2 projects you are referring to I would rather be in the Stratus. In my opinion I like the fit and finish of the Stratus over the Onyx. The developer of the Stratus is LCOR, I have done business with them in the past at their Charleston project and was very pleased with the final product.
