Picking a school is always a personal choice based on many factors. If you go just by the numbers, and not everything else that goes into making a good school, Middleton has higher test scores. It is also a little bigger school, with all of the advantages and disadvantages that go with that. I used to teach in Middleton, and always thought it was of very high quality. Verona is growing faster than Middleton, and it is starting to attract a lot of young families. There are lots of recreational waterfront properties for sale in the Tomahawk area. You can search for properties on many websites such as Trulia or Realtor.com. I would highly recommend working with a buyer's agent to help you find the best properties at the best value. The answer to your question depends a lot on where in Wisconsin you are buying the condo. The market in every city and even in different parts of a city can vary greatly. I would highly recommend using a buyer's agent that specializes in the city you are looking to buy. I usually recommend people buy if they are looking to stay in the same place for 3 or more years. While no one really knows what interest rates will do, I personally believe that they will hover in the low to mid 6% range for the next 6 months. The rate you may actually get depends a lot on your situation and credit score. The better credit you have, the lower rate you will receive. I do not personally believe that by waiting you will get a lower interest rate, and they might actually go up.
As far as whether or not you should buy right now, a lot depends on the real estate market in your particular area. All real estate is local, and some markets are very hot and some are very cold right now. You should talk to a local professional about what is happening in your area.
