Does the short sale go on your credit report?

(a) Yes it affects your credit - but not as bad as foreclosure!
(b) As of Dec 20, 2007 short sales for principle residences will not face a tax on their forgiven debt! See a CPA for more details, or contact me below.
(c) Yes - banks can continue to review offers, but I build a "first right of refusal" into contracts for my buyers

Multiple offers on a short sales property...

I always try and build into any short sale offer a "right of first refusal" for my buyer. Of course the banks will continue to review offers as they come in, but this will give my buyer the chance to step up to those offers or not. It sounds like the bank countered you so you at least had the chance here to decide if you were going to move forward? It depends what things are most important to you. I do work a lot in these area's and would be happy top e-mail you a report of options.
