That meas the buyer may not include a home inspection contingency in the contract.

Please note that this doesn't mean the buyer can't have a home inspection done, but only that they cannot require the seller to fix the problems found in the home inspection, as a condition of settlement.

Generally this is how all fixer-uppers are sold, and many homes that in fine condition but the sellers just don't want to be on the hook for whatever the home inspector says.
