In the SE section of town you can look in the Sellwood, Westmoreland, neighborhoods, in the NE part of town try Beumont or Hollywood.
I have no doubt that you will find what you are looking for. Portland has a lot of distinctive, charming neighborhoods that have a safe but urban setting.
