This is turning into a lively discussion. My first comment is congratulations on finding a better home than the one you had originally made the offer on. The system we have worked for you. The defects were found, you tried to negotiate the seller refused and you each moved on. The next buyer faced the same faults and undoubtedly found them as well and decided what would be the best choice for them.
Each home is inspected unless the buyer elects to waive their right to an inspection which is the buyers choice although there are few Realtors who would encourage skipping the inspection. Inspectors are licensed in Oregon. If there was negligence in the part of the inspector you would have recourse there.
It is an interesting concept of having a third party manage inspection reports outside transaction to have it available to future buyers. I don't see how there would be an advantage. Who or what would that be, a government agency? A buyer should still have their own independent inspection. With an independent third party you will add an additional cost to each transaction or another bureaucracy at taxpayer's expense and we all know how well that works. Be careful what you wish for.
Clearly to you the seller and or the Realtor were not honest or had bad attitudes. I'm sorry to hear that and I think that is the foundation of your frustration. Adding one more hurdle in the process not going to change personalities or the negotiation process. That will always surface.
