You are free to offer whatever you want, just as the seller is free to accept, decline or counter your offer. Sometimes if an offer is too low the seller gets angry or does not feel you are a serious buyer. If you have done an analysis of the property and have decided how much you are willing to pay then go ahead and make them an offer.
