If you are going through Fannie Mae to acquire your loan and the house is in need of repair I would suggest that you talk to your lender about an FHA Rehabilitation loan. These are great and can include not just the 'needed' repairs but cosmetics as well. Many buyers are jumping with joy with this loan because if the lender goes through the original Rehab loan (long version) they were able to add up to 6 months of mortgages onto the mortgage to allow for the repairs after the closing of escrow.

Other than that it's the Buyer that pays for any repairs not the Seller or the bank.
