Karl - That is the way the Buyer's Agency doc reads. The piece that is missing for you is that if the home is listed in MLS, the agent is a member of that MLS, and there is a compensation amount on the MLS sheet, that is considered an agreement between the seller and the Buyer Agent that they will compensate that agent. If the home is a FSBO, the agent can ask the seller if they are willing to compensate prior to showing you the property. If they are, there is a FSBO compensation form that the agent can have the seller sign, if not, then you and your agent will need to have the discussion as to whether you want to pursue that home and you pay the Buyer Agent OR move on to something that is listed in your agent's MLS.
