Since this is in a mobile home park you will need to fill out an application. Generally there is a criminal background check and a credit check. Most parks require a 600 credit score or higher. The reason for this is that you do not own the land and even thought you are paying cash for the manufactured home, you are still renting the land. As far as closing in 30 days, that will depend on the sellers ability to close quickly and time frame for any inspections that you may select. Also, the park may have it's own type of use and occupancy inspection required of the seller prior to any exchange of real estate.
