I'm afraid that what you're describing happens all of the time. My buyer recently submitted an offer at $5K above list. The seller, a lender, countered back at $10K over their own list. My clients are advised to avoid getting emotionally attached to any property being sold in these market conditions until well after the contingencies are removed because something will come up. It's a hard lesson for many of them to learn and they will abandon the process entirely.
