I offer full service and commission rebates for home buyers in Virginia, Maryland, and Washington, DC. There is no reason why a broker can't offer both though service level and pricing (rebates) may vary per broker. For me, it really depends on price and commissions paid to buyer broker. It takes just as much work (or more) to work with a buyer who is buying a $200,000 home as it does a home buyer that is buying a $600,000 home yet the commission amounts are dramatically higher for the higher priced property so I can justify higher rebates on higher priced homes.
Buyer broker rebates are the principal method by which a broker can negotiate or discount commissions otherwise fees are essentially fixed. The Department of Justice has studied this in depth and indicated that broker rebates are essential to fair trade, price competition, and innovation amongst real estate brokers. Also, broker rebates are benefical to the consumer and gives the consumer choice. See DOJ website for details on real estate rebates.
