I like Mr Allen's Answer.....foreclosures just are not that simple or easy. As realtors we get frustrated with them too. I have been very successful in locating aggressively priced homes where the seller is motivated by other issues, and not a foreclosure. I understand your frustration, but without knowing more specific details, Im not sure your issue is "complaint material", ...however, the CCAR as mentioned below would be the place where any investigation would begin.
